昨日，英国官方首次表态，学生可就在线教育质量提出投诉，要求退还学费。

学生办公室（Office for Students，OfS）首席执行官尼古拉·丹德里奇(Nicola Dandridge)表示：

“如果学生发现在线学习不是他们所期望的，也没有带来成果，他们将反馈给我们，我们会介入。如果我们发现在线学习的学生没有获得毕业的成果，也找不到工作，我们也同样会介入。”

但学生现阶段应该支付学费，因为大学正处于“过渡阶段”。与此同时，如果学生有紧急担忧，个人应该向独立审判员办公室投诉，或者寻求法律援助。

同学们如果想要退返学费需要向大学方发投诉申请，但是能不能同意这一申请还是要看大学方。按照目前的局势看估计退返学费是可能性很小的。

但是君君建议大家能够查一查自己学校的退学费的参考，以下是君君根据谢菲尔德大学的退费给出的一个参考，或许能够帮助大家争取一些退费哟。

首先你要确保：

1）学校给你发了邮件，允许你回国并且不会受到签证的

或者

2）学校给你发了停课通知

3）学校没有开设网课，因为你的课程大部分为实验课程，所以完全没有办法进行（一般工科生为主）

那么，你可以尝试通过“Leave of absence” 获得学费的部分退费

什么是LOA？

Leave of absence（LOA）, except in cases where your period of leave of absence ends in the same academic year; if you are a postgraduate research student and you take leave of absence for a period of less than 6 months within the same academic session (for PGR students, the registration start date marks the start of a 12 month academic session).

国际学生如何申请LOA？

The University will also give you the option of having your leave of absence reported to UKVI. This may benefit some students who are concerned about breaching their time limit on study at degree level under Tier 4. If you have left the UK, or you are intending to leave the UK once restrictions are lifted you may wish to consider this.

*国际学生更多的要考虑签证的问题，但是Covid-19关联的LOA基本都符合条件，但是建议根据下面的方法，与学生支持中心再次确认

什么情况可以申请LOA?

以下是LOA可以申请成功的一些介绍：

身体疾病
Accidents, physical or mental illness (medical grounds - supporting medical evidence is required and a student must be certified as fit to return by the University Health Service)
生育
Maternity, paternity, adoption (parental grounds)
家庭变故
Bereavement or illness of a close family member or sudden and unexpected caring responsibilities (personal grounds)
重大个人问题（君君觉得Covid-19属于这一类，可以与学校再次确认）
Significant personal difficulties, e.g. family crisis, crisis in the student’s home country, etc. (personal grounds)
财务问题
Unexpected and serious financial difficulties, e.g. devaluation of currency (financial grounds)
留级
The student is appealing a downgrade, especially if the student is overseas and is required to leave the country to apply for a new visa before they can continue studying on the MPhil (academic grounds)
换专业
The student is undertaking a placement that is unconnected to their doctorate. It should be noted that placements that are directly related to the student’s research degree are not eligible for consideration under this process and should be incorporated within the usual time limit for the student’s degree (Placement status is applied which works in the same way as an LOA and suspends the student’s candidature)
